This is the 1923 movie version of Lewis Caroll's novel "Alice in Wonderland", produced by Laugh-O-Gram Films.
There are good special effects for the early 1900s of Alice shrinking and growing in the doll house.
Parts of the movie are lost but what remains is available as a bonus feature on the 1966 BBC DVD. There is only one known copy of this film remaining (except, of course, the BBC re-issues from 1966) so the British Film Institute are unable to restore the missing parts. (source: wikipedia)

In this Alice In Wonderland: Special Un-Anniversary Edition, which includes never-before-seen bonus features, celebrate a very merry un-anniversary in the whimsical, fun-filled world of Walt Disney's masterwork of animation, music and fantasy. Running Time: 75 minutes. US and Canada only. Available to own March 30, 2010.
From Amazon.com: Imaginatively rendered but slightly chilly, this 1951 Disney adaptation of the Lewis Carroll classic is also appropriately surreal. Alice (voiced by Kathryn Beaumont) has all the anticipated experiences: shrinking and growing, meeting the White Rabbit, having tea with the Mad Hatter, etc. Characterization is very strong, and the Disney team worked hard to bring screen personality to Carroll's eccentric creations. For a Disney film, however, it seems more the self-satisfied sum of its inventiveness than a truly engaging experience. --Tom Keogh
